Dear CCA team,

I'm excited to share that we are bringing aboard a new government partner. The Department of Correction and Rehabilitation of Puerto Rico has signed an agreement for CCA to manage up to 480 male Puerto Rico inmates at our Cimarron Correctional Facility in Cushing, Oklahoma, within the first quarter of 2012.

This contract will create nearly 90 new positions at Cimarron, creating a great boost to the local Cushing economy and meaningful career opportunities for both current CCA employees across the country and for Oklahomans. This is an especially unique opportunity for our Spanish-speaking employees, and since the new positions will be posted soon, anyone who is interested should consider applying for transfers.

I want to extend my congratulations to Bart VerHulst, vice president, Federal and Local Partnership Relations, Carlos Melendez, managing director, Partnership Relations, and other members of CCA's Partnership Development team. They all worked diligently throughout much of 2011 with Puerto Rico officials to bring about this opportunity, which we believe will provide great value to the inmates who will be under our care. Puerto Rico facilities are under such tight budget constraints that they aren't able to provide as strong a level of rehabilitation programs as they'd like to their offender population. Their partnership with CCA is focused, in large part, on CCA offering a variety of educational, vocational and addictions treatment programming. And, as always, CCA will be providing our management services at a very competitive cost, meaning there is value for the Puerto Rico taxpayers.

Some of you may recall that in the 1990s CCA built, opened and operated three prisons in Puerto Rico before the Department assumed sole responsibility for them. We are so pleased to once again establish a relationship with this fine correctional system.

The Cimarron team members, along with Operations and Human Resources groups in Division 2 and others throughout CCA, are already actively preparing to ramp up Cimarron for this new contract. I know it's a busy time of year for all of you at CCA, so I extend my gratitude for all that you do to keep us operating the best correctional system in the country.

Congratulations!

Tony
